WHOM DOES THE MLA COVER?The MLA covers all appropriated fund civilians in the USMC who are represented by the AFGE. The agreement is a worldwide agreement, meaning that USMC civilians represented by AFGE at MCB Quantico, as well as, for example, MCLB Barstow employees represented by AFGE, are covered by the MLA. The AFGE unit that covers Quantico MCB is Local 1786.

HOW DO I KNOW IF I AM COVERED BY THE MLA?
Your SF-50 (Notification of Personnel Action) contains a 4 digit “Bargaining Unit Status” code in block 37. If the code shows “1034” that means you are covered by the MLA. If there is any other number in block 37, then you are not covered by the MLA.

DO I HAVE TO PAY UNION DUES IN ORDER TO BE COVERED BY THE PROVISIONS OF THE MLA?
No, you do not. If your bargaining unit status code is 1034 you are automatically covered by the MLA, whether or not you are a dues paying member. However, if you are a dues paying member, you may be entitled to other benefits offered by the union.

IF I AM COVERED BY THE MLA, AM I REQUIRED TO COMPLY WITH ITS PROVISIONS EVEN IF I AM NOT A DUES PAYING MEMBER?
Yes, you are required to follow all the terms and conditions of the MLA. The union negotiated the provisions of the MLA on behalf of all employees it represents. Likewise, management must follow its terms and conditions.

I WANT TO MEET WITH A UNION REPRESENTATIVE ABOUT A COMPLAINT I HAVE. MAY I HAVE THIS MEETING ON DUTY TIME?
Yes, you may. However, you must follow the provisions in the MLA to be released on duty time to do this.

WHOM DO I CONTACT TO TALK TO A UNION RERESENTATIVE?
You may contact any of the union officers or stewards to set up an appointment. The steward list below provides names and numbers. Remember, an employee must always get permission from his/her supervisor to use duty time to meet with a union representative.
