The Department of State Standardized Regulations (DSSR) and the Joint Travel Regulations (JTR) provide guidance for allowances and benefits available to Government civilian employees assigned to foreign duty locations from the United States. This guide provides general information of the most common allowances and entitlements afforded to civilian employees and the procedures for requesting reimbursement. This guide is to provide new employees in the overseas area with an overview of Human Resources (HR) information and to familiarize you with certain rules and requirements as a federal employee. Within you will find an overview of benefits, rights, privileges and responsibilities as a Federal Employee. You may wish to keep this guide as a reference; however, since policies, rules, regulations and laws change rapidly, this document should only be used as a reference and is not intended to cover all circumstances and situations. During your in-processing with the HRO, you will be provided with additional information and processing requirements for each allowance/entitlement.

Changes in your dependents status, i.e. depart/arrive post, spouse obtains federal employment, dependent children reaching age of 21, etc. has impact regarding your eligibility for certain overseas allowances. Please contact your servicing HRO as soon as a change occurs to have the necessary adjustments made.
Failing to report changes could result in possible overpayments, which you could be responsible for.
