Centrally Managed Civilian Leadership Courses (CMCLC)

Centrally Managed Civilian Leadership Courses (CMCLC) are development programs for Civilian Marines starting at GS-5 through GS-15 and pay equivalents that are centrally funded by the Marine Corps. These programs are open to all civilians in any pay system, as long as they meet the GS grade equivalency requirement.

To participate in the CMCLC applicants compete for Marine Corps quotas.

The following are the basic steps to enroll in the program:

Lejeune Leadership Institute (LLI) announces courses through the Civilian Leadership Development Administrators(CLDAs)
CLDAs will then distribute calls for nominations through the HQMC Training Coordinators
Applicants will complete and route packages through their Chain-of-Command to the HQMC CLDA
CLDA will route completed nomination packages to a HQMC selection board
Packages selected by the HQMC board will be forwarded to LLI by the CLDA
LLI will make the final selection(s) and applicants will be notified if selected or not

Programs vary regarding time away from the office and on-the-job assignments; and dates vary from year to year.

Capital Hill Fellowship Program Government Affairs Institute Program Length: 12 months	GS 13-15 or Equivalent	Designed for executives and managers who require a high-level working knowledge of Congress.
Aspiring Leader Program (ALP) Graduate School USA Program Length: 3 months	GS 04-06 or Equivalent	Prepares federal employees for potential positions as team leaders, supervisors, and managers.
Industrial College of the Armed Forces (ICAF) National Defense University (NDU) Program Length: 10 months	GS 14-15 or Equivalent	Senior Acquisition Course that awards a Master of Science Degree in National Resources Strategy.
Seminar XXI Massachusetts Institute of Technology (MIT) Program Length: 6 evenings & 3 weekends	GS 14-15 or Equivalent	Broadens understanding and critical thinking skills with regard to international relations theories and the implication for politics, the economy, and society in foreign countries.
DoD Executive Leadership Development Program (ELDP) Civilian Personnel Management Services Program Length: 12 months	GS 12-14 or Equivalent	Aggressive hands-on training immersion program designed to expose the Department’s future leaders to the joint and interagency perspective.
Defense Senior Leadership Development (DSLDP) Civilian Personnel Management Services Program Length: 2 Years [Click Here] for more information.	GS 14-15 or Equivalent	Develops senior civilian leaders with the Enterprise-wide perspective critical to meeting all Department of Defense missions.
Federal Executive Institute (FEI) Leadership for a Democratic Society Office of Personnel Management (OPM) Program Length: 4 weeks	GS 15 & Above or Equivalent	Reflects and enhances the Constitutional underpinning of Federal Government work and the common culture of senior Federal executives.
New Leader Program (NLP) Graduate School USA Program Length: 6 months	GS 07-11 or Equivalent	Develops future public service leaders by providing assessment, experiential learning, and individual development opportunities.
Executive Leadership Program (ELP) Graduate School USA Program Length: 9 months	GS 11-13 or Equivalent	Provides training and development experiences through experiential learning and individual development opportunities with an emphasis on leading people."
