The Manpower and Reserve Affairs (M&RA) Department assists the Commandant by planning, directing, coordinating, and supervising both active and reserve forces. The largest department within HQMC, most of M&RA personnel work within the James Wesley Marsh Center on Marine Corps Base Quantico. 

The Civilian Workforce Management Branch (MPC), Manpower Plans and Policy Division (MP), Manpower and Reserve Affairs (M&RA), is tasked to develop and implement a comprehensive civilian workforce management and leadership development program.

MPC works in collaboration with the Civilian Career Advocacy Board (CCAB) and other HQMC staff agencies to monitor USMC-wide human capital issues and develop and integrate solutions.

The MPC Branch consists of three sections: Civilian Personnel / Equal Employment Opportunity Section (MPC-10), Civilian Workforce Development (MPC-30), and Labor and Employee Relations Section (MPC-40).

Civilian Personnel / Equal Employment Opportunity Section (MPC-10)

The Marine Corps Civilian Personnel / Equal Employment Opportunity Section (MPC-10) handles: Awards, Employment Opportunities, Equal Employment Opportunity (EEO), Marine Corps Official No FEAR Act, Pay System Definitions, Position Classification, and Senior Executive Service (SES) considerations.

Civilian Workforce Development (MPC-30)

The Civilian Workforce Development Section (MPC-30), is tasked to develop and implement a comprehensive civilian workforce management and leadership development program for the Marine Corps.

The Civilian Workforce Strategic Plan is the framework for managing the Civilian Marine workforce over the next three to five years. The 2012 CWSP defines the strategy for sustaining an expert, innovative, and dedicated Civilian Marine workforce that serves and suppports the nation's finest warfighting force.

Labor and Employee Relations Section (MPC-40)

The Marine Corps Labor and Employee Relations Office provides labor relations advice and guidance to Marine Corps activities that have bargaining units certified by the Federal Labor Relations Authority. They also administer the Master Labor Agreement between the Marine Corps and the American Federation of Government Employees on behalf of the Commandant.

In addition, this office provides advice and guidance on performance management, awards, disciplinary and adverse actions, the administrative grievance system, violence in the workplace issues, and Reduction in Force.
